    The Commission derives its functions and powers from The Electricity Act 2003, and The Haryana Electricity Reforms Act 1997View Document(339 Kb). Salient features of these are also available under the About Us link on the website.
  2. The powers and duties of its officers and employees
    The officers from various disciplines including Administrative, Engineering, Tariff, Economics, Finance and Law assist the Commission in discharging its functions and duties.
  3. The procedure followed in the decision-making process including channels of supervision and accountability
    The procedures followed in the decision-making process are derived from Haryana Electricity Regulatory Commission (Conduct of Business) Regulations, 2019.
    Regarding channels of supervision and accountability the administrative structure has been provided under the Organisation Structure link.
  4. The norms set by it for the discharge of its functions
    The norms under which the Commission functions are specified inThe Electricity Act 2003, The Haryana Electricity Reforms Act 1997View Document(339 Kb), and various Regulations framed by the Commission under the Act
  5. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its function.
    The Commission frames the regulations which are notified in the official Gazette of Government of Haryana. The Commission also issues policies & guidelines, codes, standards, and Notifications and also pronounces its orders. All such Regulations, Policies & Guidelines, Notifications, Standards, Codes and Orders are posted on its website.
  6. A statement of the categories of documents that are held by it or under its control
    The list of Regulations, Policies & Guidelines, Notifications, Standards, Codes, and Orders are available on its website.
  7. The particulars of any arrangements that exist for consultation with or representation by, the members of the public in relation to the formulation of its policy or implementation thereof
    The Commission invites public / stakeholders views and objections through written statements and/or oral submissions at public hearings before issuing orders and regulations. These views and objections form part of the orders of the Commission.

A statement of the boards, counsels, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public
    The Commission has established a Committee to be known as the State Advisory Committee that advises the Commission from time to time.
