Shri Shiv Kumar, born on 1st October 1964 in Village Ahun, District Kaithal (Haryana), is a professional with extensive experience in administration, law and the power sector. Over the years, his career reflects steady commitment, professionalism and balanced approach that has earned respect and unwavering integrity.

He graduated in law from Kurukshetra University in 1987 and later completed his LL.M. in 2000. His academic brilliance was reflected early, as he successfully cleared the Income Tax Inspector Examination in 1986, the Civil Services Examination in 1988. In 1991, he joined the Central Industrial Security Force as Assistant Commandant and served the nation for 14 years, rising to the post of Senior Commandant. During this period, he also contributed to the Delhi Electricity Regulatory Commission as Deputy Director (Law) from 2001 to 2004, where his balanced approach and deep legal understanding added value to the institution.

In 2006, he transitioned to Tata Power Delhi Distribution Ltd, where he served with distinction in the Legal, Enforcement, and Vigilance Departments.

Beyond his professional journey, Shri Kumar is a man of learning with abiding interests in history, philosophy, law, literature, and culture. His seven years of painstaking research on his native village culminated in the book "Ahun Gaon Ka Itihas", a work that gracefully traces the roots of the village from the Rigveda, Puranas, and Mahabharata to contemporary times. The book is widely admired not only for its scholarship but also for the devotion and authenticity with which it has been written.

On 28th August 2025, Shri Shiv Kumar assumed office as Member, Haryana Electricity Regulatory Commission. His vast experience in law, governance, and the electricity sector, combined with his grounded personality and thoughtful approach, continues to enrich the Commission's work in advancing consumer protection and regulatory strength.
